The letter writing campaign demanded higher grade pay of Rs 4600 to IP

Dear friends,

Immediately after the release of 6th CPC, Our Association demanded higher grade pay of Rs 4600 to IP , Rs 4800 to ASP and Rs 5400 to PS Group B. The matter is still pending with Anomaly Committee for more than one year. During discussion, concerned officers in the Postal Directorate assured that the Grade Pay would be revised upwardly as soon as the Grade Pay of analogous cadre in other ministries/departments is revised.

Now the grade pay of Inspectors of CBDT/CBEC and Assistants in CSS has been revised from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13.11.2009 and 16.11.2009. Referring this, I have already submitted letter No. CHQ/IASP/SCPC dated 16.11.2009 to Postal Directorate demanding Grade Pay Rs 4600 to Inspector Posts and a reminder was issued on 14.12.2009 besides meeting personally and had discussion with Director General (Posts) and DDG(Estt). But the file is not moving in the expected speed.

Enough time has already been given. We cannot prolong our patience furthermore. It is the time to react. Each one of us has to exert pressure on the Department. Then only we can get justice.

Please go through the following instructions carefully and do it immediately:

1. Every IP and ASP has to write a letter to DG individually with a copy to me.
2. Model letter is given below. Take print out. Two copies should be prepared. One should be sent to the following address:

5. The letter writing campaign should be completed by 10.1.2010 positively.

Subject : Request for revision of Grade Pay of Inspector Posts from Rs 4200 to Rs 4600.


1. The Sixth Central Pay Commission has recommended merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500- 10500 with a view to bring Inspector (Posts) on par with Inspectors and analogous posts in CBDT and CBEC as well as Assistants in CSS and this has also been accepted and implemented by the Govt. Accordingly, Inspector Posts have been placed in PB-2 with grade Pay of Rs 4200/- on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC w.e.f. 1.1.2006.

2. Now the Grade pay of Inspectors of CBDT/CBEC has been upwardly revised from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13th November 2009.

3. The Grade Pay of Assistants in the Central Secretariat has also been upgraded from Rs 4200 to Rs 4600 vide Ministry of Finance Memo. No. 1/1/2008-IC dated 16th November 2009.

4. It is only in the fitness of things that the Grade Pay of Inspector Posts should be revised as Rs 4600/- on par with Inspectors in CBDT/CBEC and Assistant in CSS as demanded by our Association.

5. I request you to kindly intervene and cause revision of grade pay of Inspector posts from Rs 4200 to Rs 4600 on par with Inspector CBDT/CBEC and Assistant in CSS and restore ‘Equity and Parity’ and thus render justice.

Letter to DG (Posts) for revision of grade pay to the cadre of Inspector Posts from Rs 4200 to Rs 4600

Respected Madam,

Sub: Request for upward revision of grade pay to the cadre of Inspector Posts from Rs 4200 to Rs 4600.

1. I request your kind attention to my earlier letter of even No. dated 16.11.2009.With reference to the demand of this Association regarding upgradation of grade pay of Inspector Posts from Rs 4200 to Rs 4600, I further submit the following three Memos. with relevant facts and justification for favoruable action:
(i) Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13th November 2009
(ii) Ministry of Finance Ministry Memo. No. 1/1/2008-IC dated 16th November 2009.
(iii) Ministry of External Affairs Memo No. Q/PC/682/2/2009 dated 07.12.09

2. In Memo. No. F.No. 1/1/2008-IC dt.13th November 2009 of Ministry of Finance, the Grade pay relating to posts in pre-revised pay scale of Rs 6500- 10500 has been upwardly revised from Rs 4200 to Rs 4600.
3. In Memo. No. 1/1/2008-IC dated 16th November 2009 of Ministry of Finance, the benefit of upgradation of grade pay Rs 4600/- has been extended to Assistants in the Central Secretariat. It is pertinent to note here that prior to 1.1.2006 the Assistants in CSS were in the pre-revised pay scale of Rs Rs.5500-9000. Their scale of pay was upgraded to the pre-revised pay scale of Rs.6500- 10500
w.e.f 15th September 2006 only vide DOPT memo No. 20/29/2006 dated 25.9.2006. Taking into consideration a large number of references from Administrative ministries/departments proposing upgradation of the grade pay, MOF has extended the pay structure of grade pay of Rs 4600 in the pay band PB-2 to Assistants of CSS w.e.f 1.1.2006.

4. The reasons given by MOF for upgradation are as under :

(i) Assistants of Central Secretariat are being granted grade pay of Rs 4600 due to the fact that there is an element of direct recruitment to the post and that too, through an All India Competitive Examination.
(ii) To maintain parity among analogous cadre.
(iii) To maintain the level in hierarchy of Central Secretariat having grade pay of Rs 4200 in the pay band PB-2 between the grades of Upper Division Clerks and Assistants.

5. Based on the same principle, Ministry of External Affairs has also revised the grade pay of Assistants working in the Ministry from Rs 4200 to Rs 4600 vide their Memo No. Q/PC/682/2/2009 dated 07.12.09 mentioned in para 1 (iii) above.

6. Though the Inspectors Posts were in the pay scale of Rs 5500- 9000, the demand of the Inspector Posts for placing them on par with the Inspectors of CBDT have been duly considered by the Sixth Pay Commission and as per their recommendation at para 7.6.14 extracted below, the Inspector Posts are to be deemed as placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006 and therefore the post of Inspector Posts also qualifies for grant of higher grade pay of Rs 4600/- on the same analogy adopted by the Ministry of Finance in Memo. F.No. 1/1/2008-IC dt.13th November 2009 and 16th November 2009 as under:
(i) The Post of Inspector was placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006.
(ii) There is an element of direct recruitment to the post of Inspector Posts that too, through an All India Competitive Examination.

(iii) (iii) The Sixth Central Pay Commission has recommended in para 7.6.14 to place Inspector Posts on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) and accordingly the post was placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006.

(iv) HSG –II cadre and BCR officials who are being supervised by Inspector Posts are placed on par by placing them in grade pay Rs 4200/- w.e.f 1.1.2006. The principal of supervisor should get more pay than the supervised is to be followed and the level hierarchy should be maintained by placing Inspector Posts in the grade pay of Rs 4600 and above the HSG-II and BCR officials

7. Extract of relevant paragraph of Sixth Central Pay Commission Report is furnished below:
Inspector (Posts) 7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500- 10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. With this upgradation, Inspector (Posts) shall come to lie in an identical pay scale as that of their promotion post of Assistant Superintendent (Posts) [ASPOs]. ASPOs shall, accordingly, be placed in the next higher pay scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4600. The next higher post in the hierarchy, that of Superintendent (Post), which is also a promotion post for ASPOs, shall be placed in the pay scale of Rs.7500-12000 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4800. Parity exists between the posts of Inspector (Posts) and Inspectors in Mail Motor Service (MMS). This parity would need to be maintained and Assistant Manager, Mail Motor Service shall be placed in the higher grade of Rs.7450-11500 whose corresponding replacement pay band and grade pay is PB-2 of Rs.8700-34800 along with a grade pay of Rs.4600. Similarly, Manager, Mail Motor Service shall be placed in PB-2 pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to the pre-revised pay scale of Rs.7500-12000.
Accordingly, the Inspectors Post are deemed to be placed in the higher pre-revised pay scale of Rs 6500 – 10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) and the post is justified to be granted upgraded grade pay of Rs 4600.
8. While Inspectors, Assistant in CSS and analogous posts in CBDT and CBEC have been granted higher grade, the cadre of Inspector Posts alone is left behind. It has affected the cadre very much and Inspectors Posts are very much demoralized. In order to keep their morale up, it is necessary to revise the grade pay of IP to Rs 4600 which is just and fair.
9. Hence, it is requested that the department may look into the matter expediously and revise the grade pay of Inspector Posts immediately.

Expected Dearness Allowance for Central Government Employees from Jan-2010 is 35%

Expectations arise for rise in DA(Dearness Allowance) to 8% for Central Government Employees

Calculation based on All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100

For all the Central Government Employees there would be a rise in DA (Dearness Allowance) to 8%,which would result in the overall rise to 35% from 1.1.2010.

Expected deficit of Postal Department for the year 2009-2010 is Rs 5632.46 Crore

The Department of Posts has had deficit for the last three years and it is expected to continue in the year also. The details of the deficit for the last three years and the estimates for the current year are as under;

The Deficit has substantially increased during the previous year and the current year due to hike in salary of the Employees and Pensionary Charges of the retired employees on account of implementation of 6th Pay Commission’s Report. The main reason is that the rates of most of the postal Services do not reflect the market price as they are subsidized to make it within the reach of common man and to the remotest area of the country. Pricing of most of the products have not been kept with the pave of the cost of operations.
A new scheme “Project Arrow” has been introduced in this plan period for refocusing on the objectives of customer satisfaction and service delivery exchange and enabling the Post Office to develop in to hub for civic and governance initiatives, which will have a direct impact on socioeconomic will being of citizens.
Streamling the postal operations through network optimization, induction of technology and introduction of freighter for mail conveyance. In the areas of financial service the Departmental of post is aggressively pursuing the objectives of the Government for financial inclusion of rural masses through its vast network. This shall also add to the revenue of the Department by way of interest and return through investment in the Post Office Life insurance fund (POLIF) and Rural Post Office Life Insurance Fund (RPOLIF). The Department of Post will also introduce mobile based remittance service across the country.
The Department has been taking step to increase the revenue through introduction of new products, market development activities and adoption of customer oriented strategies. Speed Post, Business Post, Express Post, Retail Posts etc. as premium services have been consistently growing. The Department of Post is also using its vast network fro retailing of financial products and services agency function adding to the Department’s revenue.

UPGRADATION OF PAY SCALE TO INSPECTOR POSTS

Ministry of Finance Vide Memo No F. No 1/1/2008-IC dated 13.11.2009 has revised the GP of Rs 4200/- granted to the existing pre-revised scale of Rs 6500-10500 to Rs 4600/- w.e.f 1.1.2006. The pay is to be refixed and the arrears will be paid immediately. Personal Secretaries of our Department who were in the pre-revised scale of Rs 6500 will be benefited immediately. Our demand for upgradation of pay scales to Inspector Posts at par with the Inspectors of CBDT/CBEC was considered by the Pay Commission and the recommendation given in the report is reproduced below:-

7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500-10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. Similarly, Manager, Mail Motor Service shall be placed in PB-2 pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to the prerevised pay scale of Rs.7500-12000.

As the Inspectors are already placed at par with pay scale of Rs 6500-10500, the benefit should also be given to Inspector Posts. The case is being taken up with our Department for upgradation of Grade Pay to Inspector Posts from Rs 4200/- to Rs 4600/-

Simultaneously the grade pay of ASP and Gr B should upgraded to 4800 and 5400 respectively. Our Assoication is on the job. Specific orders will be got issued by the Directorate very soon.

GDS Committee report, implementation orders issued

Directorate has issued orders for implementation of GDS Committee vide Memo No 6-1/2009-PE-III dated 9.10.2009 the memo is available in sahuliyat.com

HIGH LIGHTS OF GDS IMPLEMENTATION ORDERS

1.Fixation of TRCA in the revised TRCA

Basic TRCA as on 1.1.2006 + 5% increase as on 1.4.2004 multiplied by a factor of 1.74 and then adding 40% fitment as arrived at the 20th stage of pre-revised TRCA and fixation at next above the stage in the revised slab of Time Related Continuity Allowance.

3. Annual Increase (Increment)

The fixation of TRCA will be done on 1.1.2006 and the next increase will be allowed after 12 months only. Hence, the increment in the revised TRCA would be on 1.1.2007, 1.1.2008, 1.1.2009 and so on for all.

Same as for Central Government servants (Rate of DA from 1.7.2009 - 27%)

8. Bonus Limit - Not revised. The existing ceiling of Rs 2500 will be continued.

9. Insurance - Present EDGIS rate enhanced to Rs 50 per month with insurance cover of Rs 50,000. (The revised subscription will be effectrive from the TRCA payable for January 2010)

10.Payment of arrears

The arrears will be paid in two instalments. 40% will be paid during this financial year and 60% will be paid in the next financial year. The first instalment of arrears should be paid before 31.10.2009. Responsibility of fixation of TRCA in the new slab rests with Divisional Superintendent of Post Office/RMS Units. In other independent units like gazetted HOs, the fixation shall be done by the Sr PM/Chief PM. The authorities should send the statement of fixation of TRCA all GDS to the drawal and disbursing officers.

Recharge Coupon for Mobile Phone sanctioned

Here is a good news.
We are thankful to Shri S.Gauriar, Chief P.M.G. , who is kind enough to be positive towards our long pending demand of reimbursement of recharge coupons for mobile phones used by our members. He has sanctioned a sum of Rs. 300/- + Service Tax per month to all IPs/ASPs in the circle as per Directorate letter No. 6-1/2008-FC (Posts) dated 6.2.2009. The orders are likely to be issued within a day or two.

CHQ Newsletter

1. IP examination result is under preparation. It is likely to be released any time within a week.

2. DPC for promotion to PS Group B is held up for want of few more CRs from Maharashtra, Tamilnadu and U.P Circles. Circle Secretaries may please contact Circle offices and arrange to send the remaining CRs early.

3. GDS Committee Report is coming for discussion before the Cabinet Committee today (17.9.2009) and the Committee is likely to nod its approval for implementation. Implementation orders may be issued any time within a week.

4. Central Working Committee Meeting under the Chairmanship of Shri.S.B.Mahapatra, our President was successfully held at Pushkar, Rajasthan on 01 & 02.8.09. A large number of members from 15 Circles participated in the deliberation. Minutes of the CWC is being issued separately. We submit our sincere thanks to Shri. Hari Prasad Sharma outgoing Circle Secretary Rajasthan (now promoted to Gr B) and Shir. Atma Ram ASP for their hard work and hospitality during CWC.

5. Circle Conference of Rajasthan also was held side by side at Pushkar on 02.8.09. Shri. Atma Ram ASP Ajmer R.O and Bhupendra Parashar IP(C) C.O Jaipur have been elected as Circle President and Circle Secretary respectively. We congratulate them for a successful tenure.

6. Delhi Circle will hold the next All India Conference at New Delhi during first week of April 2010. Exact dates of the Conference will be announced very soon. Reception Committee under the leadership of Shri. Roop Chand AGS, Shri. R.D.Sharma CS Delhi Circle and Shri. D.C.Sharma Secretary Reception Committee, 36th All India Conference is making elaborate arrangements for the successful conduct of the conference. Donation tickets are being despatched to all Circle Secretaries and CHQ Office bearers. All are requested to extend their full support and co-operation in raising fund the conference.
7. A new and peculiar problem has arisen in Maharashtra Circle. ASPs in Goa Region have been issued with Rotational Transfer order on completion of their normal tenure. The order was issued during May 2009. But till date the ASPs are not relieved to join their new posts on the plea that they have not achieved the BD target. Where ever we go, whether it is old post or new post targets are kept ready and waiting for us. It has become our bounden duty to achieve the target. But not relieving an IP or ASP on transfer on this ground is too much. Target can be achieved when the staff are happy. We depend on GDS to achieve any target. We cannot do business without their co-operation in the rural area. While pay and perks of regular employees have been enhanced, the poor GDS are left in lurch. Their long pending grievances regarding revision of their allowances are yet to be settled by the government. General Secretary called on DG Posts on 16.9.09 and brought this matter to the notice of DG. DG Posts was requested to settle the GDS problem first and also help to relieve the ASPs in Goa Region. DG assured to issue positive instructions to chief PMG.

8. Grade Pay of IP/ASP/PS Gr B is still pending with the Department. Some quarries have been raised by IFA. It is yet to be cleared by concerned Section. GS discussed the matter with DG Posts and Madam is in favour of our demand. GS will pursue further and exert pressure on this issue.
9. Circle Working Committee meeting of Tamil Nadu Circle will be held at Pollachi on 24th September 2009.l
10. Circle Working Committee Meeting of Madhya Pradesh Circle will be held on 02 October 2009 at Hoshangabad.
11. A general body meeting has been arranged by Kerala Circle at Calicut on 03 October 2009. General Secretary will participate in the meeting.
12. Public Services International organized Workshop on “Trade Union Rights and use of ILO mechanism” at Ooty, Madurai & Thanjavur for the benefit of various trade unions of different public services in the state of Tamilnadu. From our Association 20 members participated.
13. Even after 20 years the Second Cadre Review was not implemented by the Department. A decision was taken in the CWC Pushkar to file two different Writ Petitions before Hon’ble High Court of Madras and Hon’ble High Court of Punjab and Haryana at Chandigarh by the respective Circle Branch of our Association. It is under preparation. Shri. P.R.Satyanarayanan our former President will help us.

Postcard Campaign

Central Working Committee (CHQ) in its meeting held at Pushkar on 2.8.09 has decided to hold a postcard campaign against the proposal of the department to put all sub divisions under the charge of inspectors.This is a reverse step and will obviously held up our promotional avenues and therefore, we have to oppose the proposal tooth and nail. Parashar Secretary and Atma Ram President...

Shri Bhupendra Parashar, IP (Computer), CO Jaipur and Shri Atma Ram, ASP, RO Ajmer have been unanimouslly elected as Circle Secretary and Circle President respectively in the circle conference concluded at Pushkar on 02.08.2009. Shri B L Sharma, ASP (Petition) will continue to hold the post of Treasurer in the new body. The complete list of the newly elected body will be published soon.
Prior to it, CWC meeting of the CHQ and circle conference of Rajasthan circle branch were held side by side in a very befitting manner. The eleborate dining and stay arrangements made were widely appreciated by the participants. The dignitories who attended the conference include S/Shri S Samuel, General Secretary, Janardan Sharma, General Secretary,Officers Association, and S B Mahapatra, CHQ President. The Chief Guest of the open session of the conference was Shri B N Tripathy, PMG Ajmer who assured for a sympathic considetration of transfer cases at the time of tenure transfers. He also assured to recommend CPMG to grant mobile charges to all IPs/ASPs.

Sub : Central Working Committee
The next Central Working Committee Meeting of our Association will be held at Puskar, Rajasthan - on 1st & 2nd August 2009, the Saturday and Sunday. Notification issued in this regard is attached. Copies of Notification marked to Chief PMG concerned are also attached. Circle Secretaries are requested to hand over the same to Circle Administration and arrange for grant of Special Casual Leave. No separate orders will be issued by Directorate granting Special Casual Leave. As per standing order of the Directorate, Special Casual Leave will be sanctioned by the Circle Administration concerned based on the CWC notification.
Rajasthan Circle Branch will hold its Circle Conference side by side. All Circle Secretaries and CHQ Office Bearers are requested to attend without fail.
The nearest railway station is Ajmer. Puskar is at a distance of 13 Km from Ajmer and 148 from Jaipur and 400 Km from Delhi. Plenty of Bus services are available from Jaipur, Ajmer and Delhi The venue of the meeting is Saraswat Brahmin Dharmshala, Near Bus Stand, Puskar.
Members are requested to reserve accommodation in train/bus so as to reach Puskar by the evening of 31st July 2009 or by the morning of 01st August 2009.

Shri Phool Singh to be new SSRM

In an order dated 25.06.2009, Circle Office Jaipur has ordered for adhoc promotion of Shri Phool Singh,Asstt. Director (P) CO Jaipur to JTS Group A and posted him as Sr. Superintendent Railway Mail Service, JP Division Jaipur. He is likely to take over his new assignment in the first week of July,2009. Association congratulates him.

ANNUAL CONFIDENTIAL REPORTS ARE NOT CONFIDENTIAL HEREAFTER

Department of Personnel and Training in OM No 21011/1/2005-Estt(A)(Pt-II), dated 14.5.2009 has issued orders to replace the exisiting ACR with Annual Performance Assessment Report (APAR). The important points mentioned in the OM are reproduced below:-
(i) The existing nomenclature of the Annual Confidential Report will be modified as Annual Performance Assessment Report (APAR).
(ii) The full APAR including the overall grade and assessment of the integrity shall be communicated to the concerned officer after the Report is complete with the remarks of the Reviewing Officer and Accepting Authority wherever such system is in vogue. Where Government servant has only one supervisory level above him as in the cse of personal staff attached to officers, such communication shall be made after the reporting officer has completed the performance assessment.
(iii) The section entrusted with the maintenance of APARs after its receipt shall disclose the same to the officer reported upon.
(iv) The concerned officer shall be given the opportunity to make any representation against the entries and the final grading given in the Report within a period of fifteen days from the date of receipt of the entries in the APAR. The representation shall be restricted to the specific factual observations contained in the report leading to assessment of the officer in terms of attributes, work output, etc. While communicating the entries, it shall be made clear that in case no representatin is received within the fifteen days, it shall be deemed that he/she has no representation to make. If the concerned APAR Section does not receive any information from the concerned officer on or before fifteen days from the date of disclosure, the APAR will be treated as final.
(v) The new system of communicating the entries in the APAR shall be made applicable prospectively only with effect from the Reporting Period 2008-09 which is to be initiated after 1st April 2009.
(vi) The competenet authority for considering adverse remarks under the existing instructions may consider the representation, if necessary, in consultatin with the reporting and/or reviewing officer and shall decide the matter objectively based on the material placed before him within a period of thirty days from the date of receipt of the representation.
(vii) The competent authority after due consideration may reject the representation or may accept and modify the APAR accordingly. The decision of the Competent Authority and the final grading shall be communicated to the officer reported upon within fifteen days of receipt of the decision of the competent authority by the concerned APAR Section.
